# Problem

Migration fails with the following message:  
`A user with that username already exists.`

# Reason

Jira Cloud is refusing to create the user as it is on the source system because the user was suspended on the target system.


# Troubleshooting

Try to create the same user manually, by logging in as the same user who runs the migration. The user who runs the migration is the one whose API token is used to create the [connection to Jira Cloud.](https://botronsoft.atlassian.net/l/c/CvUvc7oF)

Also, try to unsuspend the target user manually.


# Solution

You have two options:

1. Manually unsuspend the user and try to run the migration again.
2. Use the [User Mapping](https://botronsoft.atlassian.net/l/c/UWe20qV1) functionality. You can either map the user to a new one with a different email, which will also require a new user to be created during migration, or by matching it to an existing user on the cloud instance.
