This article addresses the issue where the "Sheets" tab is missing from the Jira navigation bar or project menu for specific users (particularly newly added users), while remaining visible to others. This is typically caused by missing JXL-specific permissions or sheet-level access restrictions.

---

## Use case: Sheets tab missing for a specific user

### Problem

A user cannot see the **Sheets** tab in the Jira top navigation bar or project menu, even though:

- The tab is visible and working for other team members.
- The affected user has standard Jira Software permissions (can view/edit issues).
- Accessing a direct or shared JXL Sheet URL results in a **"Page not found"** error for the affected user.
- JXL is enabled and licensed at the site/instance level.

### Cause

JXL implements its own permission layer on top of standard Jira permissions. For the Sheets tab to appear and function properly, a user must be granted specific JXL permissions globally or via project permission schemes/roles. If a user is missing these permissions or is excluded by Sheet Access Management, the interface remains hidden from them.

## Solution

To resolve this issue, a Jira Administrator or Project Admin must verify the following permission layers:

### 1. JXL global permissions

Global permissions control instance-wide access and top-navigation visibility.

- **Navigation:** **Jira Settings** (gear icon) > **System** > **Global permissions**
- **Permissions to check:**
  - `JXL: View sheets directory` - *Crucial:* Required for users to see and use the global "Sheets" menu item in the top navigation bar when project-level permissions are used.
  - `JXL: View sheets` - Allows viewing JXL sheets globally.
  - `JXL: Edit sheets` - Allows creating and editing sheets globally.
  - `JXL: Bulk edit work items in sheets` - Allows bulk editing operations in sheets.
- **Fix:** Ensure the affected user is in a group assigned the required JXL global permissions.

### 2. JXL scheme permissions (company-managed projects)

If access is managed per project:

- **Navigation:** **Project settings** > **Permissions** (or the assigned Permission scheme)
- **Permissions to check:** Verify that `JXL: View sheets`, `JXL: Edit sheets`, or `JXL: Bulk edit work items in sheets` are granted to the user’s group, project role, or account.

### 3. JXL role permissions (team-managed projects)

For team-managed projects:

- **Navigation:** **Project settings** > **Access** (or **Internal access**) > **Manage roles** > **App permissions** tab
- **Check:** Ensure the role assigned to the user includes permissions under **Perform JXL actions**, and the user has at least the **Viewer** role in the project.

### 4. Native Jira project permissions and sheet-level access

- **Browse Projects:** The user must have standard Jira **Browse Projects** permission (or Viewer role) for the underlying project.
- **Sheet access restrictions:** If only a specific sheet fails to load, open the sheet and check **Sheet Access Management** (the access/lock icon in the sheet header) to ensure the user, group, or role is not explicitly excluded.

## Additional information

- **Provisioning or sync delay:** There is **no background provisioning or initial sync delay** for JXL. Once permissions are granted in Jira, access takes effect immediately upon a browser refresh.
- **User management:** JXL does not maintain a separate user directory; it relies entirely on Jira’s native groups, roles, and permission schemes.
