## Summary

After migrating JXL sheets from Jira Data Center to Jira Cloud using the manual export/import method, Jira administrators may find that many sheets are hidden or inaccessible. This issue typically occurs because the sheet permissions in the exported JSON file still reference legacy Data Center user identifiers.

## Cause

Jira Cloud uses Atlassian Account IDs (for example, `5e1234abcdef567890abcdef`) to identify users, whereas Jira Data Center uses legacy user keys (for example, `JIRAUSER10100`). The JXL manual export/import process does not automatically remap these identifiers. If a sheet's permissions reference a legacy ID that Jira Cloud cannot resolve, the sheet remains hidden even to administrators.

## Resolution

To restore visibility, you must manually update the user identifiers in the exported JSON file to match the Jira Cloud account IDs before re-importing the sheets.

### Step 1: Identify Cloud account IDs

1. In Jira Cloud, navigate to **Administration** > **User management**.
2. Locate the user referenced in the sheet permissions.
3. Click the user's name to view their profile.
4. Copy the Atlassian Account ID from the profile URL. The ID is the alphanumeric string at the end of the URL (for example, `https://your-domain.atlassian.net/jira/people/5e1234abcdef567890abcdef`).

### Step 2: Update the JSON file

1. Open the exported JXL JSON file in a text editor.
2. Search for all instances of the legacy `JIRAUSERxxxxx` format within the permission entries.
3. Replace each legacy ID with the corresponding Cloud `accountId` identified in Step 1.
4. Save the changes to the JSON file.

### Step 3: Re-import the sheets

1. In the Jira Cloud instance, open **JXL**.
2. Navigate to the **Site Migration Import** tab.
3. Upload the updated JSON file.
4. Complete the import process.

The sheets now appear in the JXL sheet list and are accessible to administrators and the assigned users.
